Yes, exactly this. One of the things that hastened the death of our local mall was when they made rules that teens couldn't walk the mall after a certain time or on weekends (without an adult). My daughter even wrote a letter to the mall's manager saying this was unfair. All the stores she loved began closing shortly after that. We do need more indoor public spaces for kids and families.
